Flags bearing religious symbols will not be hoisted in the district's public areas or individual properties for the next two months without administrative approval or the approval of the property owner. District Collector Tarachand Meena issued a circular on April 5 under the powers granted to him under Section 144 (1973) to this effect.

As per the circular, if any such installation is observed during the next two months of this circular, legal action will be taken under Section 188 of the Indian Penal Code. Government buildings, public properties, parks, intersections, public notice boards, poles, community centres, guest houses etc are covered under this circular, including private properties. Prohibitory orders have been implemented for the next two months beginning April 5 and is appplicable the entire district, both urban and rural belts.

5 youth with saffron flags were arrested in Kumbhalgarh after a public gathering in Udaipur, which was attended by Peethadhishwar Pt. Dhirendra Krishna Shastri of Bageshwar Dham at Gandhi Ground on March 23 and his statement that allegedly resulted in the events at Kumbhalgarh. Udaipur Police had filed a case against him under various sections, including hurting religious sentiments, for his statement of hosting saffron flags at Kumbhalgarh Fort. After the statement, 5 youths who reached Kumbhalgarh Fort carrying saffron flags were arrested by the police.

Hindu organizations have been continuously protesting since the case against Shastri was started, despite the fact that he has now been released. In such a circumstance, concern was voiced that peace would be disrupted before the assembly elections. 

The Udaipur Collector has enforced section 144 in order to prevent political figures from taking advantage of the atmosphere surrounding elections. The restriction, according to Collector Tarachand Meena, though, has nothing to do with Pt. Shastri or his visit to Udaipur. Before the Bageshwar Dham gathering, prohibition had already been issued and the same has now been implemented.
