The Education Department is facing criticism for its mixed messages on using mobile phones in schools. While the department has banned phones without formal permission, it is also running a digital enrollment drive that heavily relies on mobile apps. This conflicting approach has led to concerns from different groups. 

The digital enrollment campaign, which is happening in phases, depends on teachers using mobile apps for activities like enrollment from July 2 to July 17. Future phases will also use mobile technology for reaching out to families and registering students.

The Education Minister in May 2024 directed that only school heads should use mobile phones, not other staff members. This rule aims to control phone use in schools, even though phones are crucial for tasks like enrollment and sharing campaign updates.

Education Minister Madan Dilawar in May, 2024, took strict measures against teachers who use phones or leave school during work hours to enhance education quality in state schools. 

Also he ruled that, during school hours, only the principal's phone will be allowed on for emergencies. This helps prevent disruptions to children's learning caused by other phones. Teachers are also encouraged to study beforehand to better help students with their problems. 

Critics question how practical and consistent the Education Department's policies are, especially when it comes to using technology in education. They argue that while digital projects are encouraged, strict rules on phones in schools could make it harder to carry out these initiatives effectively.
