High-Level Committee to Investigate Irregularities in Udaipur's GBH Hospital Construction

Minister of State of Urban Development & Self-Governance Department in Government of Rajasthan, Jhabar Singh Kharra, announced in the State Legislative Assembly that a high-level committee will be formed to investigate irregularities in the construction of the GBH Hospital and College building in Udaipur Rural.
This announcement came in response to a question raised by Udaipur (Rural) MLA Phool Singh Meena during Zero Hour.
Minister Kharra said that a committee supervised by the Chief Secretary, will look into the complaint of unauthorized constructions. Minister Kharra assured that any construction without approval will be seized by the concerned urban body within 72 hours.
Land Allotment and Approvals
Minister Kharra provided background on the land allotment. On July 18, 1998, the Udaipur District Collector allotted land to M/s American International Health Management Limited registered company for 99 years to establish a hospital and diagnostic center. The building construction approval for the plot was issued on July 4, 2014, by the Trust. The GBH Hospital's construction was approved as per the sanctioned plan.
Irregularities Found
However, an investigation revealed unauthorized constructions. The nursing hostel has an illegal ground floor and eight additional floors. Similarly, the professor's building has an illegal ground floor and nine additional floors.
Complaints of fraud and forgery have been received involving Rajasthan State Mineral and Mines Limited (RSMM) and Maharana Bhupal Government Hospital. Preliminary investigations indicate these complaints are valid.
Response from Dr. Anand Jha, Director of GBH Group
Dr. Anand Jha, representing the medical college, expressed concerns. He mentioned that the minister's orders do not benefit patients. Dr. Jha highlighted that an application for construction was submitted to the UIT in December 2017, but it has not been considered yet. He assured that the hospital and medical college are operating according to regulations and stated that the orders are unfair to the interests of patients and medical students.
