Unlock 4 to be in place from September 1 - What would be the status of schools, cinema halls and auditoriums

Reopening of cinema halls may cause operational issues to owners, as functioning within social distancing norms may not be commercially feasible.  Schools and Colleges may extend the shutdown for another month.
 

Unlock 4 which is set to begin on September 1 is expected to bring out a few more activities from the prohibited list.

As per sources, the Ministry of Information and Broadcasting is expected to recommend opening up of cinema halls in a phased manner.  It is expected that the relaxation will begin with stand alone cinema halls and not theatres that are part of multiplexes.

Sources say that reopening of schools and colleges may be delayed by another month. Deliberations are on whether professional courses being conducted by institutes of higher education may be allowed to open.

The IB Ministry is preparing the SOP in consultation with the Ministry of Health and as per sources, the Ministry of Home Affairs has left the decision to the IB Ministry to take the decision on opening of cinema halls when they feel it is right.

On the other hand, the industry members feel that with social distancing protocols strictly in place, it might not be operationally feasible for the stand alone premises to function.

An exhibitor also says that there is difference of opinion between exhibitors in the northern part of India, versus those in the southern states. Their concern is that even if once case is detected, it will have an adverse effect on the entire industry.

Opening up of cinema halls and auditoriums may be risky at this point in time, since the premises are centrally airconditioned and there is maximum risk of infection in the air. The same does not hold true for schools and colleges, opening up of which may be considered using a highly secure and comprehensive model of social distancing as well as alternative day class arrangements to ensure social distancing. For eg.

  • All class room sessions may be conducted on online platforms simultaneously, with 50% students attending schools on alternate days.

  • Those students absent on a particular day can attend the online session - and the cycle continues.

  • Senior classes (Class 9 upwards) may be permitted for school classroom sessions as the children can be explained the social distancing protocols.
