In a surprise move following the attestation by Chief Minister Vasundhara Raje, Department of Personnel, Rajasthan State Government has appointed 2007 batch IAS Officer Bishnu Charana Mallick as District Collector and District Magistrate of Udaipur.
As per information received, this was a part of a mass transfer, which has affected 77 IAS, 150 RAS and 46 IPS Officers in the state, including the erstwhile District Collector of Udaipur, Rohit Gupta, who has now been transferred to Kota as District Collector and District Magistrate. Bishnu Charana Mallick will make a move from Jodhpur to Udaipur.

Bishnu is the recipient of the Best Collector Award in 2015 when he was Collector at Jhalawar, Rajasthan. He received the award from Chief Minister Vasundhara Raje on the occasion of the 59th Republic Day. Bishnu Charana held the 11 rank All India in the UPSC exams and hails from a farmer family in Orissa. Before taking the IAS Grade, Bishnu had cracked the Indian Revenue Service and was posted as Assistant Commissioner Income Tax at Nagpur, Maharashtra, when he passed the IAS grade.
Bishnu studied at local government schools and graduated from Cuttack’s Ravenshaw College. He went on to complete his post graduation and M. Phil in Sociology from New Delhi’s Jawaharlal Nehru University.

Superintendents of 5 state medical colleges have also been transferred, which include Dr. Tarun Gupta, the current Superintendent of RNT Medical College, who has been replaced by senior professor Dr. Vinay Joshi. Dr. BS Meena – SMS Medical College, Jaipur; Dr. Vinay Malhotra – Jawaharlal Nehru Medical College, Ajmer; Dr. SK Bhaskar – Dr. SN Medical College, Jodhpur and Dr. Pramod Kumar Berwal – Sardar Patel Medical College, Bikaner will be the new superintendents at their respective colleges.
IFS Akshay Singh, who is currently the Joint Project Director (Administration) at Rajasthan Biodiversity Project, will move in as Chief Conservator Forests, Udaipur, replacing Shikha Mehra, who has been transferred to Jaipur as Chief Conservator Forests (Headquarters).
IAS Jitendra Kumar Upadhyay, who is the Additional Director, Mines and Geology has been designated as Commissioner, Devasthan Department, Udaipur.
IAS Rajendra Bhatt, Additional Registrar Cooperative Societies has been designated as District Collector and District Magistrate, Dungarpur.
There have not been any transfers to or from Udaipur in the IPS cadre.
