Change in Service Rules for Some State Govt Employees; Check Who Are Affected
Amendments in Child Care Leave for women employees, Maternity Leave in cases of surrogacy and employees undergoing training while in service
Sept 4, 226 - The Finance Department of Rajasthan issued a notification on Thursday, September 3, detailing amendments in services rules relating to Child Care Leave for women employees, Maternity Leave in cases of surrogacy and employees undergoing training while in service. These rules shall come into force with immediate effect and will be referred to as the Rajasthan Service (Amendment) Rules, 2026.
Under the new provisions, regular women employees will be allowed to take Child Care Leave up to three times in a calendar year. Each spell of leave must be for a minimum of five days. Unmarried, widowed and divorced single women employees will be allowed to take Child Care Leave up to six times a year.
In case of Surrogacy, the Surrogate as well as the Commissioning mother may be granted Maternity Leave upto 180 days and 90 days respectively, in case either or both of them are Government employees. Such leave shall be granted from the date of its commencement. During such period, she will be entitled to leave salary equal to pay drawn immediately before proceeding on leave. Such leave shall not be debited to the leave account of the respective female Government employee. However, an entry of this leave shall be made separately in the Service Book.
Serving gazetted employees going for training will have to submit a bond before being relieved for the training. If an employee resigns or accepts another job during the training or within two years of completing it, the government may recover the cost of the training and other expenses incurred by it. This will not include regular salary, TA or DA.
However, training expenses will not be recovered if the employee gets a job with the Central Government, another State Government, a government undertaking, a semi-government organisation, the Reserve Bank of India or a regional rural bank. In such cases, the employee will have to submit a bond with the new employer undertaking to complete the remaining period of service there.
Employees undergoing training exceeding three months and up to six months will be required to serve in the State Government for at least one year after completing the training. If the training exceeds six months, then the period to serve the State Government will be two years.
If an employee leaves government service before completing the prescribed period, the government will have the provision to recover the expenses incurred on the training.
