Order to Remove Stray Dogs from Public Places Across Rajasthan

Deadlines given by the Department of Local Self Government to clear railway stations, hospitals and markets of stray dogs across the State

Udaipur, Nov 15, 2025 - Following the recent Supreme Court order regarding the increasing incidents involving stray dogs, the Department of Local Self Government has issued fresh guidelines for district collectors and urban bodies across Rajasthan. Now, a fixed system will be implemented for monitoring, vaccination, catching, feeding zones and the overall care of stray dogs in cities. Time limits have been set for each task.

Stray dogs must be removed from public places such as railway stations, bus stands, hospitals, medical colleges, stadiums, Courts, markets, district hospitals and health centres within two weeks. The entire process of making these areas dog-free must be completed within a maximum of eight weeks. Security personnel will remain present round the clock in stadiums and sports complexes. Regular monitoring responsibilities have also been assigned to district collectors.

Both government and private hospitals must mandatorily maintain a full-time stock of anti-rabies vaccines and immunoglobulin. Urban bodies have been warned that strict action will be taken if they ignore these directives. The department has also referred to the Supreme Court's order and the guidelines issued on August 27.

Instructions

  • Stray dogs must be removed from public places within two weeks and shifted to other locations.
  • Every captured dog must undergo vaccination, sterilisation, and tagging, and once healthy, must be released back to the same location.
  • Sick, injured and dangerous dogs will be kept in shelters.
  • A helpline number 181 has been issued for dog-bite complaints, and a team will be dispatched immediately upon receiving information.
  • Stray cattle on national and State highways must be moved to shelters/goshalas.
  • The role of animal welfare organisations will be mandatory in the process of catching, vaccinating and treating dogs.
