RIICO to Digitise Lease Agreement Process for Industrial Plots

Lease deed execution and registration process to become easier; e-lease system to provide relief to entrepreneurs

UdaipurTimes, Oct 10, 2026 - RIICO (Rajasthan State Industrial Development and Investment Corporation) has taken an important initiative to simplify, make transparent and ensure the timely completion of the execution and registration process for lease agreements relating to industrial plots. As part of this initiative, the RIICO Disposal of Land Rules, 1979 will be amended to introduce an online e-Lease system in place of the existing offline procedure for executing lease agreements.

Under the current system, after the allotment of a plot, the lease agreement is physically executed in the prescribed format. Generally, Form C is executed within 90 days of payment of the entire premium. In cases where plots are allotted on an instalment basis, Form D is executed within 90 days from the date of allotment. For non-industrial purposes, including SEZs and other special projects, lease agreements are executed in formats approved by the management.

Under the existing physical process, allottees are required to visit the RIICO unit office and the concerned Sub-Registrar’s office for the execution and registration of lease agreements. This process is particularly time-consuming and inconvenient for allottees residing outside the State or district, as well as for authorised signatories of companies.

RIICO’s proposed e-Lease system is expected to make procedures relating to industrial plots more convenient. Under the proposed e-Lease system, these steps will be carried out through RIICO’s ERP portal. The process will include verification of the allottee’s outstanding payments, entry of details of authorised signatories, Aadhaar-based authentication, submission and verification of witness details, scrutiny by the unit office, and preparation of the lease agreement.

Electronic signatures will be applied in a prescribed sequence by the allottee, witnesses, and the corporation’s authorised officer. Thereafter, the document will be sealed and sent electronically to the concerned Sub-Registrar’s office for registration.

Under the proposed arrangement, the allottee and witnesses will still be required to visit the concerned Sub-Registrar’s office for biometric identification and photography, as required under the Registration Act, 1908. Once the Sub-Registrar confirms payment of stamp duty and registration fees and all necessary formalities have been completed, the lease agreement will be registered. The registered document will then be sent electronically back to the RIICO unit office.

Furthermore, the process for executing supplementary or amended lease agreements will also be streamlined in line with the digital system.
