UCCI Urges Action Against Stamp Paper Overcharging

Udaipur, Feb 14, 2026 - The Udaipur Chamber of Commerce and Industry (UCCI) has raised serious concerns regarding overcharging in the sale of stamp papers. UCCI president Manish Galundia submitted a letter to the Collector (Stamp), Udaipur, highlighting the issue.

Galundia wrote that for a Rs 500 stamp paper, the government has fixed a total payable amount of Rs 650, which includes additional charges of Rs 50 and Rs 100. This amount is meant to go directly to government revenue. However, in reality, stamp vendors are reportedly charging Rs 715 or more from the public and traders. Similar complaints have also been received regarding overcharging on Rs 100 and other denominations.

He said that such practices are creating an unnecessary financial burden on traders and citizens and go against the principles of transparency.

Suggestions by UCCI

  • If any commission is payable to stamp vendors, it should be given from the additional charges already fixed by the government, as that amount is government revenue.
  • Vendors are officially allowed to charge up to 30% service fees, but in practice, up to 50% is being collected. Strict control should be ensured.
  • If any additional charges are applicable, vendors should publicly display the rates on boards at their sales counters to maintain transparency.

UCCI has urged the administration to investigate the matter seriously and take appropriate action
