There is ambiguity in implementing the Lockdown 5 norms in Udaipur, especially the markets.
On 28 May, the Udaipur Collector issued clear directions, while declaring a substantial part of the city as non containment and implemented the Lockdown 4 norms. The instructions were for markets to open between 7am till 7pm in the non containment zones.
However, as Unlock 1 came into effect in India, the Rajasthan government issued its orders for Lockdown 5, effective from June 1 till June 30. The Udaipur Collector issued similar directions for Udaipur, in the correct spirit and verbatim.
A portion of these orders effectively changed the market opening timing from 7am till 7pm to 5am till 9pm. The orders specifically said that shops and business have to ensure that they shut shop in time to ensure that staff and others are home before 9pm. The wordings were similar to the previous order.
However, police jeeps have been coming to the market areas at 6pm and forcing the shops to down shutters. On being asked, they tell the shop keeper that previous orders have not been changed. Apparently the orders have not been communicated down the line.
UT has tried to bring this to the notice of the senior officers time and again and clarity is still awaited. Meanwhile, markets are still unsure of the operationals timings and shutters are pulled down by 6:30pm to avoid police backlash. Please note that in compliance with the new orders, timings for Fatehsagar was also changed.
