Already faced with heavy reservation policies of the government(s) that have taken place in the past years for various government and private examinations as well as seat reservations in various Public Services, the Baswan Committee proposal speaks a discriminatory language reducing the competition poised by the General Category candidates much further, thereby all but shutting off most options

Demands made in the Memorandum AGAINST BASWAN COMMITTEE PROPOSAL are:
  • Upper Age Limit for General Category to be retained at 32 years
  • Uniform Age Limits for all Public service examinations across all categories (reserved or unreserved)
  • Uniform Examination Fees for all Categories
  • Uniform Passing / Cut off marks for all Categories – this will ensure merit and qualification
  • Reservations during Promotions to be done as per directive of the Supreme Court
  • Creamy Layer to be implemented for all reserved categories
  • Reservations for economically backward candidates (not class)
  • Minimum qualification marks for sitting in the Examinations to be made Uniform

The Collectorate was choc-a-bloc today afternoon as a large group of protestors, mostly youth came in throngs to present a memorandum to the Collector demanding a fair hearing on the recommendations of the Baswan Committee.

All roads leading to the Collectors office, viz. Delhi Gate, Court Chauraha, Surajpol road, Ashwini Bazaar faced a tremendous traffic jam due to the rally.

The protestors were challenging the Baswan Committee report, under which it has been proposed to reduce the age limit of the General Category candidates from 32 to 26.  Calling it mass discrimination, the protestors, under the Aegis of the Samanya Varg Ekta Manch said that this proposal further reduces the chances for the General Category aspirants at the UPSC Examinations.

The memorandum submitted to the Collector, further said that the proposal is completely against the substance of the Indian Constitution and equal opportunity practice.

Adding, that the proposal will be injustice to the lakhs of aspirants in the villages and those competing under local dialects as there is major discrepancy in school admission age thereby reducing preparation and competition chances further.

The memorandum also said that this retrogressive decision will have an adverse impact on the leadership quality of Civil Servants and the gap between efficient and inefficient workers will increase further.  This retrogressive experiment has the full potential of destroying the capabilities and skills at village level and is an utter human rights violation leading to brain drain.
