HC Questions Delay in Laws for Coaching Centres

Rising cases of coaching centre student suicides spark Rajasthan High Court's criticism of regulatory delay; related hearing in Supreme Court on May 23

May 15, 2025 - The Rajasthan High Court has said it is a matter of great sorrow that there have been incidents of student suicides at coaching centres in Kota and other places and yet no law to regulate the centres has been implemented even though discussions have been ongoing since 2019. It also pointed out that in the absence of a law, even the Central Government’s regulations are not being enforced.

Complying with the Court's directions, Advocate General Rajendra Prasad informed that from January 1, 2025, to May 8, 2025, 14 students have died by suicide in coaching centres.

A hearing on the matter by the Hight Court has been deferred by two weeks because a related hearing is scheduled in the Supreme Court for May 23. This direction was given by Chief Justice MM Shrivastava and Justice Mukesh Rajpurohit while taking suo motu cognizance of student suicides in coaching centres.

Former Attorney General Mukul Rohatgi, appearing on behalf of the State Government, informed the Court that since the matter is already scheduled for hearing in the Apex Court on May 23, therefore, the High Court should not proceed with the hearing.

However, Amicus Curiae, senior Advocate Sudhir Gupta, requested the Bench to continue hearing the matter while Additional Advocate General RD Rastogi also emphasised the need to implement Central regulations until a dedicated law is enacted.
