Delhi High Court Directs Inspection of "Dummy" CBSE Schools

Udaipur, January 28, 2025 - The Delhi High Court has directed the state government and the Central Board of Secondary Education (CBSE) to take action against “dummy” schools that allow students to appear for exams without attending regular classes. These schools enable students to attend coaching centres instead of their schools and still participate in exams. The court described this practice as a “fraud” and emphasized that such schools should not be permitted.

Government and CBSE Response

The Delhi government denied the existence of “dummy” schools, claiming that the issue was being exaggerated. The government also stated that schools are required to follow affiliation rules, and appropriate action is taken when necessary. On the other hand, CBSE revealed that over 300 “dummy” schools across the country had already been addressed.

Court Directs Surprise Inspections

The court instructed the Delhi education department to conduct surprise inspections of the schools and share the findings with CBSE. The goal is to ensure that these schools do not misuse the system, especially regarding students from other states trying to benefit from Delhi's state quota.

Petition Against MBBS/BDS Seat Eligibility

In the Public Interest Litigation (PIL), petitioner Rajeev Aggarwal challenged the eligibility criteria for MBBS and BDS seats in Delhi. He argued that “dummy” schools provide a platform for students to falsely claim Delhi residency in order to take advantage of the state quota for medical seats.

The Delhi High Court has asked both the Delhi government and CBSE to submit detailed reports on any action taken against “dummy” schools. The court's aim is to address the growing misuse of the educational system. The Delhi government counsel mentioned that the use of such schools by coaching centers was also depicted in a web series centered around students studying in Kota, Rajasthan.
