Udaipur, Oct 25, 2025 - All private medical colleges in the State will now be required to strictly follow the rules related to the fee structure. The State government issued an order to this effect yesterday, October 24.
The decision comes after complaints that some private medical colleges were charging arbitrary fees, and has been issued in compliance with the Supreme Court’s judgment in the Islamic Academy of Education vs. State of Karnataka case. The order emphasises regulating the determination of fees and the admission process in private educational institutions.
According to the order, all medical colleges must adhere to the fee structure fixed by the State-level Fee Determination Committee. If any institution charges fees beyond the approved amount, the excess money will be refunded to the affected students along with 12% annual interest.
According to Medical Education Secretary Ambrish Kumar, several complaints were received about colleges charging more than the prescribed fees. Some institutions have adopted a commercial approach, exploiting students for profit. Therefore, all private medical and dental colleges are now instructed to strictly follow the fee structure determined by the committee and refrain from charging any excess amount.
If the rules are not followed, the institution’s affiliation with RUHS and MMU can be terminated. The additional fees can also be recovered from the college’s assets, and the affected students will be transferred to other colleges. Action will also be taken against such institutions, and information will be shared with the NMC (National Medical Commission) and DCI (Dental Council of India).
This order has primarily been issued in response to complaints of illegal fee collection by private medical colleges. Specifically, some private colleges listed about 15% of their seats as management quota seats on the Counselling Board’s website and displayed higher fees for them — which are not authorised by the regulatory committee. This violates the Supreme Court ruling that prohibits treating education as a profit-making business.
