Bill to streamline and expedite land acquisition process; proposal to provide landowners developed land instead of a cash compensation
Udaipur, January 8, 2025 - The State government is planning on introducing a private land aggregation Bill in the upcoming Assembly session as a legal mechanism to streamline land acquisition. The draft for this Bill has been prepared and if it becomes law, then the Bill will speed up industrial and infrastructure projects through seamless acquisition process.
The draft has proposed formation of a Land Aggregation and Development Authority (LADA) whose role will be to work with the District Collectors to identify the land to be acquired on behest of government departments, corporations and boards.
The Bill draft proposes providing landowners with developed land and not cash as compensation, which is currently the norm. A minimum of 25% developed land in exchange should be provided, the draft says.
LADA will be provided the power to enter into agreements with landowners for allotment of developed land. A timeline for completing development work on the land and key provisions for return of un-utilised land, if unused for five years, are included in the draft.
Additionally, a clause has been added to designate the Department of Industry and Commerce as the appellate authority. Certain civil court powers are proposed to be given to the latter along with LADA and officer in charge.
