Birth and Death Registration Rules to Change from Oct 1

UdaipurTimes, Sept 26, 2026 - From October 1, the process for delayed registration of births and deaths in India will change. The Births and Deaths Registration (Amendment) Bill, 2026, was passed by Parliament and, on receiving Presidential approval, new rules will come into effect on October 1, 2026.

The Department of Statistics has laid down a verification and approval process at different levels for delayed cases. Failure to register a birth or death within the prescribed time will incur complications for the applicant. As per instructions issued by Ravi Kumar Surpur, Secretary to the Government, Department of Statistics, the new system will apply to applications for delayed registration received from October 1 onwards.

In cases where the delay is more than one year but before two years, the authenticity of the event and the validity of the records will be examined at the magisterial level. Verification and the prescribed fee will also be required.

For cases that are more than two years old, registration will be permitted only after an order from a First-Class Judicial Magistrate. Thus, as per the new rule, a two-year delay will require you to obtain a Court verification.

The new system will apply to pending cases, too, which are received from October 1.

According to the government, the objective is to ensure the authenticity of birth or death events reported after a long delay and to verify the validity of the supporting documents thus making such records more accurate, timely and transparent.
