They are capping off-campus work at 24 hours per week because studies show that working over 28 hours hurts students' grades. They want to help students find jobs while still focusing on school.

Despite the new regulations, students with scheduled academic breaks will still have the flexibility to work unlimited hours. Minister Miller emphasized that the primary goal of international students in Canada is education. By limiting work hours, students are afforded the opportunity to concentrate more effectively on their studies. This measure is intended to uphold the integrity of the educational system while safeguarding students from potential vulnerabilities associated with excessive work commitments.
