Oct 28, 2025 - The Central Government has approved the Terms of Reference (ToR) of the 8th Central Pay Commission (8th CPC) which means that the salaries of almost 50 lakh Central government employees (including Defence Services personnel) and about 69 lakh pensioners are finally to see a revision soon.
This was announced by Union Minister Ashwini Vaishnaw at a Cabinet briefing today. The Minister informed that the ToR was finalised in consultations with the different Ministries, State Governments and the staff side of the Joint Consultative Machinery (JCM).
The 8th Pay Commission will submit its recommendations within 18 months. The implementation timing of the recommendations is likely to be from January 1, 2026, according to Vaishnaw.
Approval for the Commission was given by the Cabinet in January 2025 to review and propose revisions to the salaries of Central Government employees and allowances of the pensioners.
The panel will be a temporary body and will comprise of a chairperson (Justice Ranjana Prakash Desai, former Supreme Court Judge), part-time member (Pulak Ghosh, Professor at IIM Bangalore) and member-Secretary (Pankaj Jain, current Petroleum Secretary).
