A major inter-State standoff erupted between Delhi Police and Himachal Pradesh Police after three IYC activists were arrested in Rohru over a protest at the India AI Impact Summit in Delhi with Shimla Police alleging procedural violations
Feb 26, 2026 - A serious inter-State police standoff unfolded between the Delhi Police and Himachal Pradesh (HP) Police after the former arrested three Indian Youth Congress (IYC) activists in Rohru (Shimla district) in connection with a “shirtless protest” at the recent AI Impact Summit in New Delhi.
The Shimla Police intercepted the Delhi team as they were returning with the detainees on grounds of acting without legal authority. This led to heated arguments between the two police teams over legal authority and procedural measures.
The situation became more tense after the Himachal Police said it had registered a "kidnapping FIR" against Delhi Police personnel, claiming the arrest was made without proper procedure and local notification.
The three IYC workers were subsequently produced before a HP local Court.
Again, the Delhi Police vehicles with the detainees were stopped by Shimla police personnel at the Shoghi barrier, further intensifying tensions. The HP police claimed the operation was illegal saying no documentation was presented even though the Delhi cops said they had the necessary transit remand.
The confrontation stretched through the night with the Shimla police alleging a procedural lapse in not notifying the local police before the arrest. The standoff between the two forces included multiple stops, legal arguments and disputes over custody and evidence handling.
The tense situation finally ended early Thursday morning, after Shimla Police eventually released the detained vehicles and personnel allowing the Delhi contingent to resume their journey to the national capital.
The Shimla police said it had registered a case against 15-20 people who had on Saturday morning forcibly taken away three men from a Rohru resort and also seized their vehicle and removed a DVR from the resort’s CCTV system without providing a receipt.
