In order to ensure that the logistics related to lodging and boarding for the pigrims is managed well, the Saudi authorities have issued strict instructions to hotel operators in both Makkah and Madina.

In their instructions, they have made the regulations very clear and also explicitly warned of strict penalties in case of even the slightest non-compliance. As per instructions:

  • From April 29 onwards, no rooms will be available in any hotel in Makkah, without a Haj permit.
  • The Ministry Of Tourism has instructed hotel owners, to not provide rooms to visitors in Makkah during the Haj season, if the visitor does not present a Haj Permit, Work Permit, Residence Permit or a Haj Visa.
  • This ban will be effective from April 29 2025 until the end of the Haj season.
  • This is in connection with the arrangements and procedures announced by the Ministry of Interior aimed at protecting the safety of Haj pilgrims and enabling them to perform Haj safely, easily, and peacefully.
  • The Ministry of Tourism has requested all hotels and furnished apartments in Makkah to comply with the arrangements and procedures related to this year's Haj season and to cooperate with the relevant authorities to ensure the safety of pilgrims.
