FSSAI Enforces Licence for Milk Sale; Action Against Violators
FSSAI has made licenses mandatory for milk production and sale across India to curb dairy adulteration; strict action will be taken against unregistered milk sellers
March 14, 2026 - No individual or organisation across India will now be able to conduct milk and dairy business without a license or registration. The Food Safety and Standards Authority of India (FSSAI) has made licensing/registration mandatory for milk production and its sale. The advisory directs milk producers who are not members of dairy cooperative societies, along with milk vendors, to obtain mandatory registration or licence before commencing or continuing their food business operations. This step is being enforced to combat the rising threat of milk adulteration and several cases of food poisoning.
The advisory, dated March 11, has been issued to the State Food Commissioners of all States and Union Territories warning of strict action against those who flout the rules.
However, this rule will not apply to registered members of dairy cooperative societies under the Cooperative Societies Act. Farmers or livestock owners who are associated with a registered cooperative society and supply milk to it will not need to take an individual license.
Food safety officers have been instructed to carry out inspections and to periodically inspect milk cooling equipment to ensure proper storage temperature of milk and maintenance standards. FSSAI has said that officials should run special inspection and registration drives in their respective areas to prevent risks to public health.
The FSSAI had on December 16, 2025, issued directions to carry out special enforcement drives for milk and milk products on a regular basis. Authorities were required to submit reports twice a month.
