Lok Sabha Passes VB-G RAM G Bill Amid Massive Protests
The new Bill seeks to replace the two-decade-old MNREGA framework; government says law will drive rural growth and poverty reduction
Dec 18, 2025 - The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025, - VB-G RAM G Bill - was passed in the Lok Sabha on Thursday (December 18) amid massive protests from both inside and outside the Parliament House. This Bill proposes to replace the two-decade-old rural employment system under Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) of 2005.
The Central government says it intends to pass the Bill in the ongoing session of Parliament that concludes on Friday (December 19, 2025).
There was major ruckus in the Lok Sabha on Thursday when debate on the Bill began as Opposition MPs wanted the Bill to be sent to a Standing Committee. Members rushed into the Well and tore up papers as Union rural development minister Shivraj Singh Chouhan moved the Bill for consideration and passage.
Opposition members and activists have said removing Mahatma Gandhi’s name from the Act is an insult to the Father of the Nation and undermines his legacy. Additionally, concerns have been raised about the purported burden that VB-G RAM G Bill would put on the States.
The VB-G RAM G Bill proposes to guarantee 125 days of wage employment in a financial year to every rural household with adult members who have volunteered for unskilled manual work. Chouhan said the Act would ensure all-round development of villages, making them poverty-free and fuelling their growth.
The Bill will now be tabled in the Rajya Sabha.
