Rajasthan Government Introduces Coaching Centre Regulation Bill 2025

Rajasthan Coaching Centre Bill 2025

Udaipur, March 20, 2025 - The Rajasthan Government has introduced the Coaching Centres (Regulation and Control) Bill, 2025 on March 19, 2025. The bill aims to control the commercialization of coaching centres and ensure a stress-free environment for students and teachers. A regulatory authority will be set up at both the state and district levels.

Bill Guidelines

  • No coaching centres will be allowed to operate without registration. Institutions failing to register will face strict action. 
  • If a coaching centre has multiple branches, each branch will be considered a separate coaching center and must submit a separate registration application individually.
  • The registration certificate will be valid for three years unless revoked earlier for any reason.
  • Coaching centres cannot guarantee success in exams. Strict action will be taken against misleading advertisements.
  • Students will be allowed to pay their fees in four installments. If a student leaves the course, the coaching must refund the fees within ten days. Hostel and mess dues will also be refunded.
  • Coaching centres involved in unfair practices will be fined.
  • Every coaching centres must provide a 24x7 helpline and mandatory career counseling services to support students.
  • Government teachers cannot teach in private coaching centres.
  • Tutors must have at least a graduate degree.
  • Coaching institutes must submit their bank account details at the end of each year.
  • The bill includes a provision for a weekly off for both students and tutors.
  • The centres must conduct coaching classes in a manner that is not excessive for students and should not exceed five hours per day.

Fines for Unfair Practices

  • First-time mistake – Rs 2 lakh fine

  • Second-time mistake – Rs 5 lakh fine

  • Third-time mistake – Cancellation of registration.
