Rajasthan Budget 2026-27: Major Boost in Infrastructure, Agriculture & Youth Empowerment

Rajasthan Budget 2026-27 presented by Finance Minister Diya Kumari focuses on Rs 3427 crore infrastructure, Rs 25,000 crore loans for farmers, 400 Innovative Schools, renewable energy, urban development and youth empowerment initiatives.

Feb 11, 2026 - The Rajasthan government on Wednesday (February 11) presented its Budget for the financial year 2026-27 in the State Legislative Assembly, with a strong emphasis on infrastructure, basic amenities, youth empowerment and economic growth. Deputy Chief Minister and Finance Minister Diya Kumari led the budget presentation, which lasted for three hours and is 41.39% more than last year’s budget.  

In her budget speech, the Finance Minister said, "To realise the vision of a developed Rajasthan by 2047, our government, under the able leadership of Chief Minister Bhajan Lal Sharma, has prioritised service, dedication, and good governance, keeping in mind the important role of the poor, youth, farmers, and women in this development journey."

Rajasthan’s economy, under Chief Minister Bhajan Lal Sharma, is projected to reach Rs 21.52 lakh crore in 2026-27, with an increase in per-capita income, reflecting fiscal discipline and structural reforms.

Major Allocations & Development Initiatives

Infrastructure and Projects

  • The highest-ever capital expenditure of Rs 3427 crore planned on infrastructure.
  • Roads development will include 42,000 km of new roads by adding 16,430 kms of new roads.
  • Construction of 250 Atal Pragati Paths at a cost of Rs 500 crore to improve intra-state connectivity.
  • Funds expected for Jaipur metro expansion, traffic modernisation and Bisalpur pipeline projects as part of broader urban development plans.
  • A budget of Rs 30 crore has been allocated  to develop the main entry points to Pushkar, Khatu Shyam Ji, Deshnok, Pokhran, Diggi and Mandawar as "model roads.
  • New roads and bridges will be built in the infrastructure sector at a cost of Rs 1800 crore.
  • Next year, 15 new railway over bridges and under bridges will be constructed.
  • Work orders worth Rs 24,000 crore issued for drinking water projects, with 3 lakh new tap connections planned within a year.
  • Around 6,500 villages will be connected through the Har Ghar Nal initiative under the CM Jal Jeevan Mission at an expenditure of Rs 4,500 crore.
  • In the energy sector, funds of around Rs 3,000 crore have been announced for setting up solar parks in Bikaner and Jaisalmer, reinforcing Rajasthan’s push toward renewable energy.
  • Six new GSS of 220 kV, 13 of 132 kV and 110 of 33 kV will be constructed.
  • Work on the Rs 32,000 crore Yamuna Water Project will begin soon.

Farmers

  • Government to give Rs 25,000 crore interest-free short term loan to farmers; interest subsidy of Rs 800 crore.
  • Advanced variety seeds of pulses and oilseed crops will be distributed to more than 2.5 lakh farmers.
  • Government will spend Rs 135 crore on this scheme, expected to lead to a huge increase in production.
  • To strengthen agricultural education, vacant positions in universities will be filled in a phased manner. This year, recruitment will begin for 445 positions.
  • "Mission Raj GIFT" will be established to ensure farmers receive better prices for their produce.
  • 4,000 farmers will get a grant of Rs 200 crore for modern facilities like greenhouses, polyhouses and shade nets.
  • To protect farmers from heat and rain, Rs 350 crore will be spent on shed construction and other works in the markets.
  • To protect crops from stray animals, a target has been set for 20,000 kms of fencing. Farmers will receive a subsidy of Rs 228 crore for this purpose.
  • District cooperative consumer stores will be opened in newly formed districts. A 5% interest subsidy will be provided for the non-farming sector, with an outlay of Rs 590 crore, benefiting 25,000 people.

Health

  • RAJ-SURAKSHA scheme will be started to save lives in road accidents and emergencies.
  • Now, training in CPR will be mandatory to obtain a driving license in Rajasthan. This will allow ordinary citizens to save lives in emergency situations.
  • 250 modern ambulances will be added to the State's fleet in a phased manner.
  • Resolve to bring every citizen of the state under the ambit of high quality health services by the year 2047.

Miscellaneous

  • A special "Salary Account Package" will be introduced for government employees with features such as advanced digital banking, loans at very affordable (discounted) rates and comprehensive insurance cover.
  • Addition of 5,000 new Urban Home Guard Volunteers proposed.
  • State-of-the-art new central jails will be constructed in Jaipur, Jodhpur, Alwar and Udaipur.
  • Panchayat secretariats will be improved with a funding of Rs 3,000 crore.
  • To prevent accidents, 2,000  cameras will be installed across the State at a cost of Rs 100 crore.
  • R4C Centre to be established to protect against digital arrest.
  • New IT policy and digital data policy will be introduced.
  • 100 important services available on e-Mitra will now also be available on the WhatsApp platform.
  • Pilot training centres to be built in Sawai Madhopur and Banswara.
  • Feasibility studies will be initiated to establish new airports in Sikar, Jhunjhunu and the Bharatpur-Deeg region.
  • 7,500 Anganwadis will be developed into modern "Nand ​​Ghar" (Nand Ghar). A provision of Rs 225 crore has been made for this.
  • To provide financial strength to the women of Lakhpati Didi category, loan limit on interest subsidy to be increased from Rs 1 lakh to Rs 1.5 lakh.
  • The stamp duty rate on all types of loans has now been reduced to just 0.125% (maximum limit Rs 10 lakh).
  • The registration fee on loan documents has been reduced from 1% to 0.5% (up to a maximum of Rs 1 lakh). This will make home or business loans significantly more affordable.
  • Youths and Education
  • 400 schools will be developed as "RISE" (Rajasthan Innovative Schools of Excellence). At a cost of Rs 1,000 crore, these schools will offer facilities such as smart classrooms, career counsellors, and modern labs.
  • Interest-free loans of up to Rs 10 lakh along with subsidies will be provided to around 30,000 young entrepreneurs to promote self-employment and enterprise creation under the Chief Minister Self-Employment Scheme.
  • Proposal to set up Rajasthan Testing Agency to oversee competitive exams; launch a Dream Programme for college students, targeting enrollment of about 50,000 next year.
  • Khelo Rajasthan Youth Games will be organised from block to panchayat level at a budget of Rs 50 crore.
  • An additional 2% rebate in the interest rate will be given to students from minority communities if they repay the technical education loan on time.
  • Special efforts will be made to generate interest among students towards science, technology, engineering and mathematics (STEM) subjects.
