The National Mission of Enhanced Energy Efficiency is one of the eight missions set up under the Prime Minister’s National Action Plan on climate change (NAPCC) in 2008.

The NMEEE is implemented by Bureau of Energy Efficiency constituted under the provision of the Energy Conservation Act 2001. It recognizes the need to maintain a high growth rate for increasing the living standards of the vast majority of people and reducing their vulnerability to adverse impacts of climate change.

NMEEE seeks to upscale the efforts to create the market for energy efficiency which is estimated to be about Rs. 74,000 crore. As a result, it is estimated to be about 23 million tons of oil equivalent of fuel will be saved.

NMEEE has four major components which provide for multi pronged approach for achieving energy efficiency in country

1. PAT – Perform, Achieve & Trade

2. MTEE – Market Transformation for Energy Efficiency

3. EEFP – Energy Efficiency Financing Platform

4. Framework for Energy Efficient Economic development

What is PAT?

PAT which stands of Perform, Achieve and Trade is a market-based mechanism to make improvement in energy efficiency in energy intensive large industries and facilities more cost effective by certification of energy savings that could be traded.

the NMEEE has prepared a draft PAT consultation document as a basis for consultations on the proposed implementation framework. This PAT consultation document is the result of the joint effort by many officials from various ministries and departments as well as consultations with various stake holders.
