Udaipur Hit as BCI Bans New Law Colleges for 3 Years

Bar Council of India enforces moratorium on new legal education centers, law course expansion across India; strict compliance rules announced

Udaipur, Aug 19, 2025 - The Bar Council of India (BCI) has announced that it has framed and approved the Rules of Legal Education, Moratorium (Three-Year Moratorium) with respect to Centers of Legal Education, 2025. The regulation is in the process of being published and shall remain in force for a continuous period of three years.

Under these orders, a three-year ban has been imposed on the establishment of new law colleges. The ban follows multiple complaints received by the BCI regarding private institutions admitting students into law courses arbitrarily — similar to how admissions are conducted in BA and BCom programmes — with formalities being carried out only in the name of counselling.

No new Centre of Legal Education shall be created or approved anywhere in India during the three-year ban period. Furthermore, as per the BCI, without the its previous written and explicit consent, no current Centre of Legal Education may launch a new batch, course, or division. Strict scrutiny and continuous compliance checks will be applied to all such plans, if they are taken into consideration at all.

This decision has dealt a blow to six educational institutions in Udaipur which were planning to start law degree courses for the first time in the academic session 2026-27. Now they will be unable to do so for the next three years. Additionally, the seven institutions already offering law courses in Udaipur will not be permitted to introduce new law programmes or increase seat capacity.

Applications that are still pending and have not been granted final approval as of the start date will not be impacted and will be handled legally.

According to the Dean of the Constituent Law College of  Mohanlal Sukhadia University Prof Anand Paliwal "We admit students only through entrance tests. The BCI's directive will primarily affect private institutions."

Last month, the BCI had announced the suspension of Udaipur's Dr. Anushka Vidhi Mahavidyalaya and 10 other law instituitions in the country for alleged non-complicance with norms. 

List of Centers of Legal Education prohibited from taking Admission in Law Degree Courses for the Academic Year 2025-2026 and subsequent years until further notice:

  • Institute of Professional Studies & Research (Law), Alwar
  • Shri Jagdamba Law College, Agra
  • Mahatma Gandhi Law College, Naroda, Gujarat
  • Neetu Smrati Vidhi Mahavidyalaya, Unnao
  • Pt. Pooranmal Memorial Education College of Law, Aligarh
  • RJ Law College, Aligarh
  • SMS Law College, Varanasi
  • Sri Venkateshwara College of Law, Tirupati
