Opposition Moves No-Confidence Motion Against Lok Sabha Speaker
Opposition parties submit a no-confidence motion bearing 118 signatures against Lok Sabha Speaker Om Birla during the Budget Session, citing 'bias and denial of speaking time to Rahul Gandhi'
Feb 10, 2026 - Opposition parties today (February 10) moved a no-confidence motion against Lok Sabha Speaker Om Birla amid escalating tensions during the ongoing Budget session. A formal notice was submitted by Opposition members signalling intent to proceed with the motion.
Congress MP Gaurav Gogoi said, “At 1:14 pm today, we submitted a motion for a non-confidence motion against the Speaker under 94C rules and procedures”.
The no-confidence motion, bearing the signatures of 118 MPs, was submitted to the Lok Sabha Secretary General Utpal Kumar Singh by Congress leaders Gogoi, K Suresh and Md Javed. Apart from the Congress, the parties supporting the motion include RJD, Samajwadi Party and DMK.
However, TMC has stepped back from signing immediately. According to TMC PM Abhishek Basu, the party had asked the Congress to first submit an appeal to the Speaker and wait for 2-3 days. If the latter did not act on it then TMC would be up for signing the notice.
Leader of Opposition (LoP) Rahul Gandhi also did not sign the motion notice as it is not customary for an LoP to do so in a Parliamentary democracy said sources.
The Lok Sabha has been witnessing disruption of proceedings since February 2 and the standoff continues. The Opposition members are protesting the refusal to allow Gandhi to speak during the debate on the Motion of Thanks to the President’s Address. The Congress leader had sought to speak on excerpts from the unpublished memoir of retired Amy Chief of Staff General MM Naravane on the 2020 India-China standoff.
Opposition leaders have cited several other grievances against Speaker Birla including alleged bias in conduct of House proceedings, suspension of several opposition MPs for the entire session and "partiality" towards government-aligned MPs.
If the motion is admitted, it will be discussed and voted on in the House. According to media reports, the Speaker has directed the Secretary General to examine the notice and proceed appropriately.
