New IT rules amendment proposal mandates clear labeling of AI-generated videos, photos and audio; aims to curb misinformation and election-related deepfakes
Udaipur, Oct 23, 2025 - The Central Government has announced sweeping new rules to tackle the misuse of Artificial Intelligence (AI) platforms and deepfakes on the back of similar moves by the European Union and China. Under these rules, all AI-generated videos and photos will be required to carry a label clearly stating that they are AI-generated.
The Ministry of Electronics and Information Technology (IT Ministry) yesterday, October 22, released a draft of amendments to the IT Rules, 2021, seeking public feedback until early November.
The Ministry has said that the misuse of AI tools for spreading misinformation, manipulating opinions, or tarnishing personal reputations has increased significantly, hence the need for these new rules. The biggest challenge is that real and fake videos or photos look very similar, and by the time they are detected, they have already spread widely. Labeling them as AI-generated could help reduce this problem thereby placing more responsibilities on the likes of OpenAI, Meta, X and Google.
According to the proposed regulations, social media companies will be required to make their users declare whether the content they are uploading contains deepfake material or not. The new rules will require markers covering at least 10% of the surface area of a visual display. Audio clips will need to have the declaration in the initial 10% of the clip duration.
The use of AI-generated videos and photos during elections has been a matter of concern. Currently, during the Bihar elections, there has been a surge in political deepfake videos on social media, leading to objections from major political partiesand alarming officials.
