DGCA Rolls Back Pilot Duty Rule Amid IndiGo Crisis

The government has withdrawn a key FDTL weekly rest rule after severe IndiGo disruptions led to over 1,000 flight cancellations

Dec 5, 2025 - The government has rolled back certain provisions of the new Flight Duty Time Limitations (FDTL) rules in the wake of major IndiGo flight disruptions across the country in the past few days. More than 1,000 flights have been cancelled by the airline citing operational issues.

The Directorate General of Civil Aviation (DGCA) withdrew the new weekly roster rule about weekly rest for pilots on Friday.

“In view of the ongoing operational disruptions and representations received from various airlines regarding the need to ensure continuity and stability of operations, the instruction contained in the referenced paragraph that no leave shall be substituted for weekly rest is hereby withdrawn with immediate effect," the DGCA said in a notification.

A high-level inquiry has been ordered by the Civil Aviation Ministry and the DGCA into the flight delays and cancellations for the fourth straight day by IndiGo. A four-member committee has been set up to ascertain the reasons behind the disruptions and accountability will be fixed, said Civil Aviation Minister Ram Mohan Naidu.
