Rajasthan Budget: Jaisamand Zonal Master Plan to Create Jobs, Curb Migration in Tribal Villages

Udaipur, Feb 18, 2026: The recently announced Rajasthan State Budget 2026-27 has particularly approved the creation of a Zonal Master Plan for the Jaisamand Wildlife Sanctuary, which is less than 60km from Udaipur. The decision, included in the state budget was done at the behest of Udaipur MP Mannalal Rawat, who had suggested the same to Dy CM and Finance Minister of Rajasthan, Diya Kumari, ahead of the budget announcement. This master plan, as per experts, will create emplyment opportunities in the Salumber district and nearby areas and considerably reduce migration from the area.
Rawat, as per sources, had written a detailed letter to Diya Kumari, suggesting the development of a tourism-based master plan for the Jaisamand Wildlife Sanctuary, which falls under Salumber district in south Rajasthan. The argument was that the master plan will protect the livelihood of the villagers that have been affected after the area was declared an eco-sensitive zone.
Aftermath of Ecosensitive Zone Declaration
Rawat explained that the Jaisamand Wildlife Sanctuary in Salumbar district was declared an eco-sensitive zone under a notification issued by the Ministry of Environment, Forest and Climate Change, GoI issued in August 2020. Subsequently, several environmental restrictions were implemented, impacting the livelihoods of local residents.
This area falls within the Scheduled Area, where laws such as PESA 1996 and the Forest Rights Act 2006 are applicable to the interests of local tribal communities. The notification has adversely impacted the livelihoods of people in villages such as Tulsi Ka Namla, Naijhar, Bagruwa, Ajbara, Basot, Runija, Vasu, Adwas, Jagat, Jawad, Gingla, Nayakuan, Menduda, Semal, Ghulji Ka Ghuda, Saradi, Kantoda, Butwas, Pahadi, Batuka, Jhadol, Dhani Melana, Dhawdia, Dingadi Fala, Devla, and Oda.
The lack of employment thus created is forcing people to migrate. A comprehensive tourism master plan in consultation with local public representatives, providing necessary relaxations to the relevant regulations, will ensure renewed livelihood opportunities, especially for tribal families living on the lake's islands and banks.
The government has approved to prepare a zonal master plan for Jaisamand, which Diya Kumari has included in the budget announcement.
Along with Jaisamand, zonal master plans have also been announced for the eco-sensitive zones of Kesarbag Wildlife Sanctuary in Dholpur, Talchhapar Wildlife Sanctuary in Churu and Shergarh Wildlife Sanctuary in Baran districts.
