Parliamentary Panel Asks: Why Full Fare for RAC Tickets?

'Charging full fare for tickets under RAC where the ticket holder continues in the RAC category after chart preparation without a berth facility, is not justified'

Udaipur, Feb 6, 2026 - A Parliamentary Committee has questioned the logic behind charging full fare from passengers traveling on RAC (Reservation Against Cancellation) tickets who do not receive a confirmed berth even after the final chart is prepared. The Public Accounts Committee (PAC), in its report "Punctuality and Travel Time in Train Operations in Indian Railways" which was presented in Parliament on Wednesday (February 4), said that "charging full fare for tickets under RAC (Reservation Against Cancellation), where the ticket holder continues in the RAC category after chart preparation without a berth facility, is not justified."

Currently both RAC category passengers have to pay full fare even after remaining in RAC and having to share a berth. The PAC has directed the Railway Ministry to create a system to provide partial fare refunds to such passengers.

It also raised questions about the classification of certain trains as superfast, suggesting a review of how these categories are defined and whether passengers are being charged appropriately for them.

The Ministry told the PAC that, as per the current data, of the 123 trains categorised as Superfast, 47 of them have speeds over 55 kmph whereas the speed of the rest had been affected by the provision of additional stoppages.
