Udaipur Police may go under Human Rights Violation Hammer

Sister Damien, the care taker of the shelter house also informed that Bhanwar, the person who was apprehended is now behaving normally. He had his food while talking gently to staff of the shelter house. His relatives in Bhilwara have been informed and they will reach Udaipur any time.
Tears welled up in Bhanwar’s eyes when he himself explained the whole scene in front of media on Saturday at Ashadham. He informed that he was taken to the police station by the Cops where they tied his hands and limbs and beat him up badly. He also added that they did not listen to his request when he asked them not to beat him.
On Saturday morning many Social Workers and representatives of various associations has staged a protest at Gulab Bagh to show their annoyance against the incident of a Mentally challenged man being beaten by Cops.
They staged their protest near the statue of Mahatama Ghandhi and condemned the action of police by using the Three Principals of the Mahatma, viz. Bura Mat Dekho, Bura Mat Bolo, Bura Mat Sono (See No Evil, Speak No Evil, Hear No Evil). Besides this, they also asked the government to do a thorough investigation of the matter.
Flashback to Thursday evening (April 2) when the atmosphere at Kalaji Goraji area, which is situated on Gulab Bagh road (under Surajpol police station) got tensed after a mentally challenged man suddenly came in the middle of the road and stood there. He was blocking normal traffic and soon the Police were informed. Constable Ghamer Lal rushed to the spot to control the situation but the man protested and even bit one of his finger, while Ghamer Lal was trying to control him. Very soon a few more police men reached the spot for help, but instead of shifting the mental man to a shelter house they took him to the police station.
A few shocking videos and pictures of the incident – in which the mentally challenged man was seen beaten by the cops with his hands and limbs being tied up went viral over the last few days, causing an uproar.
On the other hand when the Circle Inspector of Surajpol police station was asked about the scene he said that the man was brought to the station by the cops to control the situation as he was disturbing the traffic conditions of the area. He was later sent to Hospital for medical checkup and then shifted to the Ashadham shelter house. CI, Surajpol Police Stations disagreed to the accusation that Bhanwar was beaten by any of the Cops at the police station.
Deputy SP Madhuri Verma who is investigating the matter said that the investigation of the matter is still on and the final decision will be taken once the investigation concludes with certain clarity.
Chairperson of Human Rights Commission H.R Kudi, while talking about the matter said that he did not have much information about the matter. He said that action will be taken against the violators but only after the investigations are done with and more clarity of the situation emerges.
Kudi further said that there is particular provision according to which if any mentally challenged man would be found by the cops he should be handled properly by them and should be send to a shelter house. However if any policeman is found violating the provision of Human Rights then action will be taken against him.
As per the updates received this morning, according to Police, Bhanwar Singh is not found mentally-ill in medical reports and is behaving in this manner from past a year.
