RSRTC Served Notice by Udaipur Lok Adalat - Respond to Petition on Facilities for Disabled Persons
Udaipur, May 4, 2026: The Udaipur Lok Adalat has served a notice to the Rajasthan State Road Transport Corporation, through its Chairman. According to the notice, RSRTC has been directed to appear at the next hearing onb May 29, and respond to the petition, which was filed by Dr. Arvinder Singh—CEO of Arth Diagnostics, Udaipur. Dr. Arvinder is also the President of Panacea Disability Rights, an organisation that is committed to creating awareness and supporting the rights of the differently abled persons in society. The order explicitly states that either the Corporation's Chairman personally, or a duly authorized competent officer, must appear with the necessary documents to file the response.
What is the Petition About
The petition refers to the absence of facilities for disabled people at the Roadway depot in Udaipur. Detailing the absence of facilities, Dr. Arvinder Singh, as someone with 50% physical disability, shared his distressing experience at the Udaipur Rodways Bus Stand at Udiapol in Udaipur.
Story Behind the Experience
The day he missed his train to Jaipur, Dr Arvinder went to the Bus Stand to board a bus to Jaipur to attend to his errands. At the Bus Stand, he was dejected on the absence of facilities for the disabled. There were no ramps, no separate counter, no separate seats and not even wheelchairs or a separate washroom for the disabled, creating the impression that this public transport system was simply not designed for the disabled community.
The disappointment did not end here. When he somehow managed to reach the bus, he was unable to board it since the task of climbing and descending the stairs extremely was extremely arduous and hazardous. There was neither a ramp to permit him to board, nor a wheelchair to help him board.
Consequently, he was unable to board the bus and was compelled to travel to Jaipur using a private vehicle.
His petition further says that the bus stand lacked provisions for persons with disabilities—specifically, there were neither signboards or Braille tiles for guidance, nor was any official audio announcement system available.

Equal Access a Fundamental Right
The petition explains that equal access to public spaces and resources is a fundamental right of persons with disabilities. Under the Rights of Persons with Disabilities Act, 2016, it is mandatory for all public places—including bus stops, railway stations, and airports—to be made compliant with prescribed accessibility standards, encompassing facilities such as parking, restrooms, ticket counters, and other amenities.
The Supreme Court, in various rulings, has also unequivocally clarified that ensuring accessibility in public spaces is the responsibility of the State, and any failure to do so constitutes a direct violation of the dignity and rights of persons with disabilities. In this context, the situation at the Udaipur Roadways Bus Stand is a matter of grave concern, it further states.
The petition also notes that, owing to the negligence and apathy of the Roadways Corporation staff, the complainant suffered not only financial loss but also endured inconvenience, mental anguish, and a loss of dignity.
