Cybercrime Ruling: HC Mandates KYC, SIM Limit and Gig Worker Checks
Mandatory registration for gig workers, call centres, BPOs and digital service providers
Nov 29, 2025 - The Rajasthan High Court has expressed serious concerns over rising incidents of cybercrime in the State and issued key directives in this regard. The order by a single Bench of Justice Ravi Chirania came during the bail plea hearing of two accused in a Rs 2-crore cyber fraud involving an elderly couple.
Judge Chirania rejected the bail pleas of the accused and after hearing amicus curiae Advocate Nishith Dixit and other experts, ruled that although efforts have been made to strengthen the cyber wing in the State, the infrastructure and expertise remain inadequate.
The Court noted that cybercrime methods often follow a predictable pattern. To counter it, Judge Chirania directed that KYC be made mandatory for all bank accounts and registration should be compulsory for every gig worker. The Bench further said no individual should be issued more than three SIM cards, and internet banking should not be provided to those whose annual transactions are below Rs 50,000.
Additionally, the Court directed the State Government to establish a Cyber Crime Control Centre (R4C) in Rajasthan on the lines of the Centre. It also told the authorities to introduce a dedicated toll-free number where FIRs can be registered from February 1, 2026, and forwarded to the cyber police station.

- Police verification of e-commerce delivery personnel and gig workers; uniforms and ID cards compulsory from February 1, 2026.
- Banks must verify in person within 48 hours if senior citizens make sudden large transactions.
- Guidelines on use of mobile phones, online games and social media for children to be issued within four months.
- Effective implementation of the Digital Personal Data Protection Act.
