Education Dept Cracks Down on TC Delays in Pvt Schools

Sept 11, 2025 - The Directorate of Elementary Education has taken a strict stance on the delays and irregularities in issuing Transfer Certificates (TCs) to students studying in private schools. In an order issued by Director of Secondary Education Sitaram Jat, all District Education Officers (Elementary and Secondary) have been directed to ensure that private schools issue TCs to students promptly and without any hindrance.

This move is seen as a significant step towards ensuring children's uninterrupted right to education and addressing increasing complaints from parents.

There have been several complaints regarding private schools refusing or delaying the issuance of TCs for various reasons — such as pending fees, disputes between school management and parents or administrative issues. The complainants say that as a result of this, students seeking admission in other schools are faced with delays leading to disruption in their education.

Taking these complaints seriously, the Directorate has clarified in the order that being issued a TC is a fundamental right of the student, and it cannot be withheld under any circumstance.

If any private school fails to issue a TC, strict action will be taken under the Rajasthan Non-Government Educational Institutions Act, 1989, Rules of 1993, and Amended Rules of 2011, as per the order.
