Udaipur, May 3, 2025 - Member of Parliament (MP) Dr Manna Lal Rawat has expressed concern over a serious ragging incident involving MBBS student Atul Kumar Singh allegedly at Pacific Medical College, Bhilon Ka Bedla, Udaipur. Senior students allegedly assaulted Atul under the pretext of ragging, causing significant injuries.
Dr Rawat has written a formal letter to the Superintendent of Police (SP), urging immediate and strict action against the accused. The complaint reached the MP after no action was initially taken against the perpetrators. The victim submitted a formal complaint to the MP, including video and photographic evidence of the injuries sustained during the assault.
MP Dr Rawat emphasised that ragging is legally prohibited in all educational institutions. The occurrence of such an incident in a medical college, despite these laws, is deeply concerning. He called upon all educational institutions to take ragging seriously and implement all possible measures to prevent it effectively.

In the past decade, owing to the alarming rise in ragging incidents - particularly in engineering and medical colleges - the University Grants Commission (UGC) has enacted strict regulations to curb such practices. These rules are essential for all students and parents to understand.
Behaviours That Qualify as Ragging
Appearance-Based Harassment: Making derogatory comments based on a student's appearance, attire or calling them by insulting names in hostels or on campus is considered ragging.
Regional or Language-Based Insults: Using offensive nicknames or terms targeting a student’s regional identity, language or caste falls under ragging.
Personal Attacks: Humiliating or shaming a student based on their race, family background or economic status is categorised as ragging.
Targeting Female Students: Forcing new female students to follow strange or humiliating rules or tasks is also considered a form of ragging.
Religious or Caste-Based Insults: The UGC has clarified that even if something is said in a "joking" manner, if it offends a student based on their religion, caste or regional identity, it qualifies as ragging.
