Rajasthan Passes New Bill to Regulate Coaching Centres
Rules of Bill will apply to coaching centres with more than 100 students; registration mandatory for centres with a minimum of 100 students
Udaipur, Sept 4, 2025 - On Wednesday September 3, State Higher Education Minister Dr Premchand Bairwa tabled the Rajasthan Coaching Centre Regulation and Control Bill 2025 in the Assembly with new provisions. It was passed unanimously.
The Bill had been reintroduced in the House with amendments after being sent to a select committee.
As per the new rule, coaching institutes in the State will no longer be allowed to collect the full coaching fee in advance. If a student discontinues coaching midway, both tuition and hostel fees must be refunded.
The Bill reduces penalties on coaching centres and includes a provision to lower the minimum admission age to under 16 years.
Dr Bairwa informed the House that the rules of this Bill will apply to coaching centres with more than 100 students. The Bill includes various provisions such as penalties ranging from Rs 50,000 to Rs 2 lakh for violations. Registration will be mandatory for all coaching centres with a minimum of 100 students, whereas earlier the threshold was 50 students.
The State government will now be able to inspect these institutions for trainer qualifications, building safety and other compliance standards. If a centre is found charging arbitrary fees, it may be seized and its registration cancelled.
Bairwa said that in the past four years, 88 students have died by suicide in the State, 70 of whom were in Kota alone. He added that the penalty amounts were reduced to encourage coaching institutes to act with accountability rather than fear.
Provisions in the Bill
- If a student discontinues studies midway, tuition and hostel fees must be refunded.
- National Task Force to be formed as per Supreme Court orders.
- Regular interaction with parents and monitoring of students’ mental health.
- Establishment of a Rajasthan Coaching Regulatory Authority.
- Strong monitoring mechanism at both State and district levels.
- Coaching centres will not be allowed to issue misleading advertisements.
- 24-hour helpline, online portal and grievance redressal committee to be set up.
- Those institutes which meet the set standards will receive high ratings and official recognition.
- Institutes must provide students with free notes and study material.
- Counselling and psychological support must be provided to students.
The Opposition, meanwhile, criticised the Bill saying it has lack of focus on suicide prevention and also weak on mental health measures.
