Guidelines in Rajasthan to Regulate Operations of Spa, Massage, Beauty and Yoga Centres Soon

Absence of guidelines and regulations resulted in such establishments being misused for prostitution, human trafficking and exploitation of women, under the guise of wellness and beauty therapy

Udaipur, March 07, 2026: On February 25, 2026, the Home Department of the Government of Rajasthan released draft model guidelines under an extraordinary Gazette notification to regulate the functions of spa, massage centres, beauty parlours and yoga therapy centres operating in the State of Rajasthan.

The notification gave the affected stakeholders 15 days to present their objections and suggestions with respect to the draft guidelines, which will then be addressed.

Purpose of Guidelines

  • Distinguish legitimate wellness, beauty, and therapeutic services from illicit activities;
  • Establish a fair, transparent, and uniform framework for licensing and registration;
  • Prescribe operational standards;
  • Fix accountability of owners and managers;
  • Provide effective inspection, enforcement, and grievance redressal mechanisms;
  • Protect the dignity, safety, and rights of workers and patrons; and
  • Ensure orderly and lawful functioning of all such establishments

These guidelines shall apply to all spa, health massage centres, beauty parlours and yoga therapy centres operating in Rajasthan. They will govern registration, licensing, operation, staffing, conduct of services, inspection, and regulatory oversight, which will be binding on all such establishments.

Mandatory Conditions

  • Any form of sexual activity on the premises shall be prohibited;
  • Cross gender therapeutic services will not be allowed;
  • Separate sections for Men and Women with dedicated entrances;
  • Service areas will have open access and doors to be kept open;
  • Regulations on client registration and operational hours;
  • Separate washrooms, changing rooms;
  • Centres must employ staff for housekeeping and faculty with relevant qualifications;
  • CCTV surveillance is mandatory;
  • Must adhere to health protocols, inspections, COVID protocols, verifications, etc.

Need for Guidelines

As per the guidelines, the need for the same arises from the necessity to balance the right to livelihood and self-employment of persons engaged in wellness and beauty sector with the constitutional obligation of the State to ensure public order, morality, safety and dignity of individuals.
